Semi-budget system for first-time builder..

Hello all! I've been wanting to get my feet wet in the building hobby for some time now and decided to take the first steps. I have done a bit of research and came up with the following core components thus far. I plan on primarily doing a bit of decent gaming (in addition to obvious, mundane PC tasks), but am in no way looking for the ultra smoothest, hi-fidelity settings on the latest titles. Perhaps eventually, I'll try SLI and steadily work my way up to top-tier components. Just looking for some opinions or guidance in the pre-stages about my selections and if there might be anything to be weary of compatability-wise. I'm looking forward to building my first system and hope to learn much from the community here. Thanks in advance for the input!

GPU: Asus GTX660 TI-DC2OC-3GD5 GeForce GTX 660 Ti Graphic Card - 1006 MHz Core - 3 GB GDDR5 SDRAM - PCI Express 3.0
ASUS GTX660 Ti 3GB

I've got a Corsair RM 750W PSU to power my Corsair Vengeance C70 rig. I'll also be using a Sata III Samsung 840 Pro SSD as my boot drive with a backup Sata III WD Black for storage.

The biggest question marks I have are memory & OS. I'm a little confused on if I need to match the mobo memory compatability list number for number, or if it would be acceptable to simply meet speed and size limitations? I also had a hate relationship with the initial Win8, but am questioning the merit of installing 8.1 for boot-time benefits and future compatability. The new changes sound like they may have somewhat fixed the tablet favored gui to make it more bearable on pc's. Any comments on this?

Memory you can go from 1600/9 minimum (and suggest 2x4GB 8GB set) on up to 2133/9, would suggest looking at the GSkill Snipers, OS is up to you, many don't like Win 8 and 8.1 seems to have some bugs, I prefer Win7

Thanks for the input. As I have actually kind of leaned towards the GSkill initially, I think I may go with that Sniper 1866 2x4. And I also prefer Win7, I may just have to go play with a demo rig and get a final thought on 8 vs. 7.
