Having problems after system restore force shutdown?

I was trying to do a system restore and when it was just initializing, the power went out and the PC got shut down. When the power came back on, the PC booted up, but it took longer than usual and when I tried to log in, it got stuck at the welcome screen and was like that for a very long time so I had to shut it down. When I tried to access the advanced system settings by holding shift and pressing restart, all it booted up to was a grey screen with a mouse pointer. I have tried to press f8 when booting up but nothing has worked so far. My PC came with windows 8 pro but I just recently upgraded to 8.1. But it didn't come with a recovery CD so I can't do any thing about it. What i do have is a old windows 7 home premium install cd. Can i do something about it? Can someone please help? I really need the PC up and running by tomorrow because I need to do a lot of college work on it and all my files are saved on there. Please help!?

Since you have access to a computer, I would recommend downloading a copy of Windows 8 and attempting a repair installation. I can't tell you where to find one, but you should know, you are a college student.
I'm assuming you didn't make recovery media with your computer. You could see if people on your floor/friends have a copy of Windows 8 from the same manufacturer who made your computer (if your computer is a Dell, barrow Dell disks). If you find disks, attempt a repair installation.

I do have a windows 7 repair disk though from my old laptop but I don't know if it will work out or not. Can I use that disk just to get into the advanced system settings?

You can but I don't think it will let you run a repair. Usually it pulls data from the media you are attempting to repair off of and since it's a different OS, I don't think it's going to help.

For Windows 8 media, you might be able to download it from Microsoft with the Windows key on your computer. I wouldn't find any sites like Digital Rivers that had Windows 8 iso's for download.
