12GB installed 4gb usable? Is the motherboard broken?

I have a Gigabyte X58A-UD3R. I have 6 sticks of 2gb 1600 ram installed making it 12gb. In windows it says 12GB installed 4GB usable. Is the motherboard broken? I read somewhere they said Bios could be corrupted. Thanks:)

I'm using windows 7 ultimate 64bit

the motherboard has a clr cmos button at the rear I/O
will that work? And the msconfig, i put there as max memory 12288. Restarted the pc, same thing. I checked back at the max memory, it went back to 0

 
The button should work, but I prefer the classic method (removing the battery, the power cord unplugged, or PSU turned off). Test also each slot with single RAM module, to make sure that it isn't about a CPU socket bent pins issue.
Testing each RAM would also help to rule out a faulty RAM module.

Ok heres one thing I remember. The socket has bent pins. That made it unable to detect 4gb. making 8gb usable. now it went down to 4gb usable. ram modules work. tested all in a different computer. Would fixing the pins do the trick?

I might try some other ways first before trying to fix the pins.
