Boot issues/shutting down

So I recently overhauled my system.
Everything new but my hard drive.
Radeon 7970 ghz edition, fx 8350 8 core, 16gb of ripsaws gskill, and a 970a-ud3 gigabyte motherboard.

So I have a couple current problems.
First off, power save mode.
My computer will at random times decide that it wants to go into power save mode. Then when trying to reboot it, it won't come out of power save mode. The screen just stays black.
Sometimes I am able to get it to go through, but rarely. I can hit del multiple times when it is booting, and it will flash to my bios for about 5 seconds then the screen will go black.
Another thing that might be of note.
I took it to a computer repair shop for a free diagnostic last night, and they said that my windows may be corrupt because it is reading my 16gb of ram as (7.96 usable).
I have tried the basic things, booting in safe mode and running virus cleaners, reseating all of my hardware components, and even tried just using 1 ram stick (when it does manage to boot in this config, the os reads 8gb usable like it should).
Any suggestions?
 
make sure the mb bios is at the newest bios rev to fix bios bug. make sure both dimms are seated and in the right dim slots. if you did not format and reinstall windows when you rebuilt your rig you may have issues. all i can say is boot into safe mode. in windows device manager remove everthing so the old motherboard devices get deleted. then reboot and install the newest amd chipset drivers.

Currently I cannot even log on with safe mode.
I will repost when able to, im posting from my phone right now.
Do you think it would be a good idea to simply reformat my hard drive?
Is there a way to take my current windows 7 and put it on another hard drive if I were to just buy a new one, or do I also need to buy another copy of windows 7?
