2nd gen intels had Turbo Boost 2.0 (or next-gen Turbo Boost) It allows the processor to exceed its power ceiling until it reaches its thermal limit, at which point it drops power to default parameters to avoid overheating. As far as the exact frequency, it would depend on the model of the processor itself and the stock frequency, But generaly it offers a temporary .4Ghz Boost (ex. From 3.4 to 3.8 on Turbo)
