Choosing the best gpu and psu for money

Hello

recently my graphics card has broken so i need a new one that's gonna be able to run new games for about 4 years (even in low sets) without the need of replace. my old card is asus 8800gt so i now tend to buy a non-asus or an ati card. though i've read online that manufacturer is more important than make and they both have their pros and cons (nvidia-amd) i don't really know. budget is tight, so i'm open to suggestions for some mid range cards with a good choice of psu to support it. also here are my other specs

asus p5k se
intel core 2 duo e8400 @3.0 GHz
asus dvd rw
kingston 2 gb

that card available from sapphire here, also how is
SAPPHIRE HD7850 O.C. GDDR5 1GB 256Bit
and ZOTAC cards ? i see nvidia requires more money for about same things
