Monitor Not Displaying (for no good reason - please help, I'm going mad)

I'm just going to recount what I just did in the hopes that someone can tell me what is going wrong.

-Have a single monitor working fine (connected to graphics card via DVI)

-Plug in second monitor to graphics card, also via DVI.

-Display extended from monitor 1 to monitor 2. Everything fine.

-Restart computer

-Boot/BIOS load appears on monitor 2 (despite monitor 1 being set as primary)

-Neither monitor displays anything after motherboard logo disappears (both detect DVI input, both completely black)

-Unplug DVI cable from monitor 1. Desktop immediately appears on monitor 2.

Please somebody tell me what the hell is happening.

This is just one example of things that have been occurring.

Both monitors and the graphics card WORK (as in, the only problem with any of them seems to be that they have to be convinced to show the desktop - once that works, everything else is fine)

ADDITIONAL EDIT: Plugging the DVI cable back into monitor 1 suddenly makes everything work as it should (monitor 1 back as primary, monitor 2 as extended). Seriously, what the hell is happening.

Okay, let's make this even simpler (because this also happens)

-Monitor 1 is working as primary, monitor 2 is working as extended

-Press the power button on monitor 1 (it turns off)

-Press the power button on monitor 1 (it turns on)

-No display on monitor 1

Why is this happening? Unplugging and re-plugging the DVI cable into monitor 1 changes whether or not monitor 2 switches to primary or not, but has no effect on whether or not monitor 1 displays anything. It seems completely arbitrary whether or not monitor 1 displays anything or not.
