Possible faulty GPU? (Msi Twin frozr GTX 660)

Hi, been around the forums awhile but this is my first time posting.

My concern is with my GPU, as I believe it is the cause for my system shutting down a couple times now. The first time my computer shut off was when I was OCing the GPU a few weeks ago. I wasn't too concerned as I figured I just didn't OC it well (didn't even touch voltages). Now today while play War Thunder, my system randomly shuts off again! This time, it wasn't even over factory OC. When I tried to boot my system up, the GPU fans weren't running and no image was coming up on my screen. I did a quick check to see if it was fit correctly and to see if its 6-pin power was fitted well. Everything A-OK. So I boot my system up again, and suddenly everything is running fine (although I swear I'm hearing a weird noise, but I could just be paranoid).

Is this a problem I should be worrying about or something stupid I'm overlooking? Thanks!

650w is more than sufficient to run 2 gtx660's, but there could be something wrong with the psu. If your system is hard powering off, then its either thermal cut out from cpu overheat, or the psu/power source at the wall is faulty. Some power boards/adaptors can cause problems, plug directly into the wall outlet if you can, or try another power board.

Okay I'll try the outlet and see if it happens again. It's not really worrying as it has only happened twice, so I won't buy a new PSU until I know it's the problem. Thanks!

Well I tried plugging it into an outlet, and decided to do Prime95 to see if it would find something. I didn't even get through the third test and shut off. And again, it took a couple tries for the gpu to actually boot up.. I have no idea what the hell the problem is
Okay so I ran it again, this time watching temps. Come the third test, the CPU and Mobo were increasing up to mid 50's and kept going. At this point I shut off the test before my system shut down. I noticed that my heatsink fan wouldn't go past 600rpms. It's a Hyper Evo 212 and is rated at 600-2000 so I have a feeling this might be the issue, since my system only shuts down under heavy load.
