System Memory and shared Graphics memory

So i'm running along with a 6 year old computer, runs fine, does it jobs well
and i was bloody surprised i could even run Rome 2 and even more so as beautifully as it did

But ofc Rome2 has its flaws, which made me take a harder look at my rig, and i noticed something, that ive been trying to get some clarification on, and Toms Hardware always seem to be able to help me understand learn or fix something

i have a 1gb graphic card(wont mention the name coz you'll just laugh) ;)

and i have 8gb of ram in my computer

but i have noticed than when i go to my video settings it only displays an additional 3gb besides the 1gb card

making my complete shared graphics memory a total of only 4gb

shouldnt it be higher?
i know 1gb +8 gb wont be what it uses/shows since the system and such uses it fair share,.. but only 4gb? of which the Dram is only 3..

back then i chose vista 64 bit specifically to get over the 4gb memory limit, and thought that would apply to the shared memory too, giving my like 6gb or maybe even 7gb shared, but thats clearly not the case

so i wonder if that is just how it is/should be? or if there is a way i can get around that/tweak it/correct it/make it better

(if a solution is possible and requires more than average pc modification, plz be as detailed as possible since im not that tech savy,)

As far as I can tell, Windows is assigning some arbitrary amount (less than your total system RAM) to your graphics solution. The value changes as various applications require more or less system/graphics memory. If you're using a video application (game) that requires more memory, more system memory is allocated to the graphics solution (but never more than is needed for the system). If running a non-graphic type application and more system memory is required, less will be available for graphics.

aye and like i said i do expect teh system to use its fair share, but what perplexes me is that you can have a vista 32 bit with 1gb card and 4gb of ram and get 3gb of total shared memory

so what/why on earth do i only get 1gb more shared when i add a whole 4gb extra ram? since i doubt that going from 32-64 bit OS would increase ram usage of 3gb, since some people on 64OS only use 4gb ram
