Motherboard Making Electrical Sounds When Computer Has Little Processes

I'm running Ubuntu right now so I'm not really sure if this would do this on Windows, but when my computer is idling or for example when I am reading something I can hear this very irritating buzzing sound, however it stops when its processing something for example if I have a YouTube video playing it wont make the buzzing noise, as loud that is. I could be wrong but I don't think it is coil whine, I watched a couple videos on heard what coil whine and it didn't really sound like coil whine. Its coming from the CPU area and I have ruled out its the heatsink do to the fact it stops when I play a video or plug in a peripheral. I have a Gigabyte H67M-D2-B3 if that helps any. if you have any suggestions I would greatly appreciate that.

Yeah the fans on heatsinks tend to wear or get dirty and the bearings start making buzzing or whistling sounds. Best option would be to just replace the fan on it for like 5 or 6 bucks or get a whole new heatsink altogether.

Well the thing is I just unplugged it and let it stop completely only for a couple seconds while the CPU had no task and the buzzing didn't stop... at all. So I'm certain its not the CPU fan now. Thanks for the advice though. I'm almost 100% sure its something on the motherboard.

I just had my power supply replaced literally a couple days ago its been happening far longer than since I got the new power supply, when I first received this power supply it was faulty and that's when I really started to notice the noise is when I plugged in the faulty power supply.
