FPS Drops While Playing Games

Hello,

I've looked this up on the Googles and looked at every thread that I have seen that was relevant, so I decided to try my own thread.

Whenever I play video games (pretty much any: LoL, BFBC2, namely), the game starts fine, with good FPS, but then it just randomly shoots down to 10-20 frames per second for a few seconds, and this happens every few minutes or so. It doesn't matter what settings I put these games to, either. Happens at low or ultra, and no matter what is going on in the game (during high action or otherwise).

Specs:
Processor: AMD FX-8350 4.0GHz
GFX: AMD Radeon HD 7850
RAM: 8 GB
HDD: Samsung 840 series 120GB SSD
HDD2: WD 1TB 7200 RPM HDD
PSU: Corsair CX600M 600W

Some of my games are on the SSD, and others on the HDD, yet it happens to any game. I don't understand why it happens this way.

When playing these games, the CPU usage is in the 30%'s, and it shoots up to the 40%'s whenever the FPS lag hits. The RAM usage stays at 30-40% depending on what other programs I have. And for the hell of it, I tried running 3 different games at once, the CPU usage went to 70% or so, and the RAM went to over 50%.

Looking at temperatures, the GPU stays around 53C whenever the game is played, and the CPU is also around 50C. When the FPS drops occur, it says the CPU temp drops to a low-30C (according to Core Temp) and the GPU temp even drops a few degrees. This is probably the most strange thing about the occurrences, but I am unaware as to what it means.

Well, that's all that I can think of to say. Also, forgive me if this is in the wrong forum.

EDIT: Oh yeah, I have Windows 7 Ultimate 64-bit. Should be up to date and such since it is actually legit. The SSD is what Windows is installed on, also.

It has been happening since I built the computer, so that would probably mean reformatting, which I will ultimately do if no one here can think of anything better.
