A Digital PSU means the power can be digitally controlled via software and computer chips within the PSU. This gives the advantage of better efficiency and more accurate power monitoring, thus tightening voltage tolerances and reducing ripple. The down side of this is they are quite expensive at this time.

To answer your second question, no. Corsair make the AXi series of Digital PSUs and come with a link cable, which plugs into a USB 2.0 port, for the Corsair Link monitoring software. That's all it needs.

They aren't worth the extra cash you spend on them.
