so why are you using 13.1s then?
whql 13.9 or beta 13.11 are available for win 8:

amd names their drivers year.month, so 13.1s are from january...

ah ok, the 4800 series is in the legacy status these days, so the 13.1 would indeed be the latest whql driver, that might also explain the poor win 8 support...
you could try re-installing the driver though but I dont have high hopes for that solving anything :/
