Generally any aftermarket cooler should allow you OC to 4.2 ghz. But I would definitely recommend the CM Hyper 212 EVO, it's been well tested, and it provides great performance for the price, hence why it's so widely recommended.

Probably not.
Gaming performance is largely determined by the graphics card.
But... some games like BF3 multiplayer are cpu limited, so that should be demonstrably better.
Take whatever conservative oc you can get that is stable and be happy.

I use a Hyper 212 Plus. Keep in mind that the EVO is a bit better but a bit more expensive and bigger and I am able to hit a 4.5ghz OC on a Ivy Bridge i5-3570k.

So yeah If you have the room in your case, I would go for it.
