What resolution is the television? Size doesn't matter. If you have a 100" HDTV but the resolution is only 1280x720, then you could suffice with a weaker build, but if you have a 30" displaying at 1920x1080, you'd need a couple considerably stronger parts for fluid fps.
Also, what's your budget for the whole build? And do you need an Operating System, keyboard, or mouse?

A bit of a low budget. MMO's are considerably demanding on the CPU, but you'll want a good GPU as well. This is $100 overbudget but should be able to run it at Ultra Settings, just not with maxed out MXAA, and still get 60 fps for the most part:

So since that won't do, the best I can offer next to that is this. It'll still perform extremely well in World of Warcraft, but the FX-6300 will hold the game back more than an FX-8320.

Either GPU will get you good frames. With the HD 7950 you should at least be able to put it at 4x MSAA and still get 60 (theoretically), which is still awesome. But as I said, it's really the CPU that would do most of the holding back.
