I currently have
q8300
corsair 430cx
hd 6850

I want to upgrade my cpu to a i5 4430 with a new case also. I doubt i would need a psu upgrade, but if i where to add a new video card, which would be a 6 pin like a 660 gtx or a 7850 would it push it over the top? Are haswell more efficient I have heard they are, but i would like confirmation. I am not planning on doing any overlocking or tweaking so i am not concerned with heatsink or pushing the computer.

Cases are a personal thing.
Pick one that YOU are enthusiastic about.
Some like "bling" windows, led lights.
I am not in that camp. I like smaller cases that are quiet.
Though, I do like the lian li anodized red aluminum cases.

A case only needs to hold your parts and provide adequate airflow.
If a case has at least two 120mm intake fans or equivalent in exhaust, it will have sufficient airflow.

If your motherboard is ATX, you will need a mid size case.
If your motherboard is a smaller M-ATX, you will have some options for smaller cases.
Each generation of intel cpu chips have become more efficient and do more work per clock.
The i5-4330 will be about twice as strong as your Q8300 and use considerably less power.
You will need a socket 1150 motherboard and ddr3 ram also.

PSU requirements are driven by the graphics card, not so much by the cpu. You are barely sufficient now.

A 660gtx is a newer gen card, and should still run on your psu. A 7850 perhaps not.
