I have 7 machines, 6 with W8 one with W7, in my home of differing hardware, five of which upgraded from W8 to W8.1 with no problem. The sixth machine has the newest hardware and has been running Windows 8 for a while now, will not upgrade. All of my Windows OS’s are legal and all machines were up to date. I’ve done everything listed below and get the same thing:

There are a lot of people having the same problem as I.

1) Reset or refresh pc, neither one would work
2) Open Windows Updates
3) Install important updates
4) Install optional updates
5) Go to Windows > Software Distribution and delete contents of the folder (do not delete folder)
6) Run Disk Cleaner
7) Clear Windows Store cache files
Press Windows Flag key + R
Type WSreset.exe
Press Ok
8) Download Windows 8.1
Uninstall third-party anti-virus software? Don’t have this.
Temporarily disabled Windows Firewall and Windows Defender?
Press Windows Flag key + R and type:
Dism /Online /Cleanup-Image /ScanHealth
Press Enter
Dism /Online /Cleanup-Image /CheckHealth
Press Enter

After many retries of down loading and upgrading from the Windows store I decided that it was time to restore the boot drive ( which is just getting worst with each thing I do) from a backup copy from six months ago. The backup program overwrites the partitions with the backup so you have to do any updates since the time of backup. Went to Windows update and it gave me an error code of 8024402f (not just on this machine but all my machines including the W7 one) so I did this next:

1. Find your original Windows 8 Pro Product Key. (Make sure it is NOT the
Windows Media Center Pack upgrade Product Key.)
2. You will also need a generic Windows 8.1 Pro Product Key.

3. Download the official Windows 8.1 ISO using your Windows 8 Product Key by

Following direction I was able to make a DVD with the ISO file.
4. Run the setup file on the ISO DVD or USB Flash Drive which you installed the ISO on.
5. The program will ask you for a Product Key. This is where you will enter the generic Windows 8.1 Pro key I listed above. If you try to enter your own Windows 8 Pro Product Key here the installation process will not accept it at this point.
6. Go through the very lengthy installation process.
At this point I got this code 0X101-0X20017 same as this code 0xC1900101, 0x20017.

Strangest issue that prevented my update was the Steelseries engine for my mouse. I have heard there may be issues with some of the Logitech software as well, but I haven't seen a definitive list. But the steelseries engine totally hoses the upgrade and even a completed 8.1 install.

Graphics drivers, and a few odd chipset drivers needing to be pre-updated are floating around on the internet, not a lot of consensus on what the root of all these problems is.
