First system build. PSU DOA?

Hello,

This is my first system build and my computer wont start. no lights, no fans spinning, nothin. I have checked if my CPU was connected and for that matter if all other connections were properly connected and as far as I can see everything is a ok. My motherboard has the standoffs on it and no spare nuts or bolts are laying in the chassis so a short should not be the problem. When I first turn my PSU on I hear a slight click and when I try to short the PSU I hear the same click but nothing after that. This leads me to believe that my PSU is dead. would i be correct in that assumption?

The PSU is a corsair TX 650

You say when you try and 'short' the PSU, there is just a click. Are you trying the paperclip test? If so, and it's not turning on, then yeah, RMA time.

heh. Fixed it. For some reason plugging in two of my system fans to the motherboard shorted out the whole thing and wouldn't let it power on. Don't quite know why but its working now at least. Any ideas on why this happened would be greatly appreciated though.
