Monitor doesn't start when new computer (no OS) starts

Hi!
I just bought new desktop computer, without operating system. I attached to it monitor and turn it on.
Computer starts, but monitor doesn't (there is just a flashing green light that supposed to be constant when system is started).
I inserted disk to install operating system and start it again, but it acts the same
(+ restart button doesn't work, I had to shut it down and start again).

Monitor works without problems with my old computer.

Components from new computer are:
- AsRock; 960GM-GS3 FX, AMD 760G
- AMD Sempron LE-145 2.8GHz
- AMD 760G
- Kingmax DDR3 2GB 1333MHz
- 500GB Hitachi 7200rpm SATA II 16MB L2 Cache
- LG DVD±R Super Multi 24X, SATA

and monitor is Samsung if that has some influence.

I searched for answer to this problem and it seems that people had some similar issue, monitor stoped working in the middle of boot.
in most cases problem was that monitor was attached through DVI adapter and attach through VDA adapter solved the problem.
My monitor or computer don't have a possibility to be attached on DVI port, just on VGA, so this is not the answer to my problem.

Does anyone have any idea why this happens?

Hi,
Since the system is under warranty, I suggest returning it for testing/repairing/replacing.
Maybe something went wrong during the shipping.
