brand new Sapphire R9 270X - debug code 99 on 990fx extreme 4

Hello,

I previously had an issue where my MSI 6970 lightning stopped working, Dr Debug on my ASrock 990fx displayed the error code "d6" which means no video output detected, after some troubleshooting I decided the card was dead. I sent it back to the supplier and got a full refund.

I have now purchased a Sapphire R9 270X to find that once I have installed the new card in the system I still get no output, this time with the error code being "99" which according to asrock means:
"Problem related to PCI-E devices. Please re-install PCI-E devices or try installing them in other slots. If the problem still exists, please remove all PCI-E devices or try using another VGA card."

Now I have moved the card into all possible slots, the Pci-e 6 pin power connector x2 is plugged in firmly, the card is seated correctly, I have removed all other components from the system, all I have right now is a motherboard sitting on a rubber mat with 24 pin and 8 pin PSU connected, and the GPU. Still getting error 99.

Any help would be greatly appreciated I need this up and running asap.

Did you get any resolution on this?. I am having the same issue. I have two Sapphire R9 270Xs that aren't recognized by my ASRock 990FX Fatal1ty Killer.
