Computer runs slow on SOME startups

When I boot up my computer it will look like it boots up just fine, but it's really running everything slower than normal. If i minimize/maximize a window it looks like it's going in slow motion, and if I run a game like League of Legends it will be running in slow motion that jerk forwards and catch up. I know what you're thinking: "That'a a gaming problem!" but it's a problem with Windows for sure. The problem fixes itself if I shutdown (Not reboot) then start up again.

Checking your Hardware
Yes, Physically cleaning your computer can help reduce the heat build up. If it is a laptop you can buy a fan to place under your laptop to cool it down. Check to see in your task monitor if you are using alot of RAM or cpu cycles. If you are using up a large percentage of your RAM you probably need upgrade to more RAM or use less programs at the same time. If you CPU is continously spiking, it could be your computer is overheating or you have a program that using it. You can try to find and kill it using your task monitor.

If your computer is generally slow try Cleaning Up Your OS
1) run chdsk on your harddrive to see if you have any bad sectors
2) try degfraging your harddrive...

Now that you mention it, the normal shut down button has that (!) shield next to it all the time. I normally don't think anything of it. How could I tell it to STOP downloading it's imaginary updates?

Im guessing its the Windows updates if its showing that (!).
Go here Control Panel\System and Security\Windows Update\Change settings andset it to Check for updates but let me choose whether to download and install them.

I did that but it's still showing the shut down button as a [shut down and install updates]

Did you try different system maintenance tasks? You might have to clean-up temporary files, uninstall recently installed software programs and updates, check OS files for corruption. Download hotfix and if that doesn’t solve your problem follow the manual instructions given below.
Run System File Checker:
1. Insert Windows installation disc.
2. Click Start, point to All Programs | Accessories.
3. Right click Command Prompt, select Run as administrator.
4. Type the following command and press ENTER:
SFC /SCANNOW
5. The program will scan for corrupt versions of the operating system files and replace them with original copies.

Clean Temporary Files:
1. Click Start, point to All Programs | Accessories | System Tools | Disk CleanUp.
2. Select a disk drive, click OK.
3. Clean-up all temporary files, system and browser cache, setup extracted files, and so on.

4) if using a lot of ram try uninstalling some of your unused software
You can try some software to fix some of these problem if you dont want to do it manually.
