XFX PRO 650W fully wired has 1y warranty
CORSAIR TX650 has 5y warranty
SEASONIC S12II-620 BRONZE 620W has 5y warranty
In my country are at the same price.
Which is better?
Which is more silent (I saw corsair has a special mechanism not to spin fan if not under load) ?
Any other suggestions?

The TX650 has a 140mm ball bearing fan, and the Seasonic S12II has a 120mm ball bearing fan. I wouldn't expect either to be too loud, but typically the larger then fan size, the quieter the PSU. The TX650 is looking like the better choice.
With the RM, that is one of it's selling points. They specifically focused on making a quiet PSU.

That's why in the beginning I was asking you for the TX model number. Some of them are made by Channel Well, some of them are made by Seasonic. The CMPSU-650TX, and the CMPSU-650TXV2 are made by Seasonic. But even CWT can make some high quality PSUs. True, they make the CX which are entry level, but they also make a lot of the HX lineup, and they've received excellent reviews from testers.
And yes, it is good to be obsessive, you are about to spend some good money!

Well.. you can always look out for their reviews online. There are tonne of full detailed reviews online. Anyways Corsair Seasonic and XFX (PSU's made by Seasonic) always use top notch quality components, so I highly doubt that either of them would be noisy.
But talking about the best of them, the Seasonic one is used by a lot of people and it has positive reviews all over the Internet, so I think that it should be just fine for your needs.
Anyways if low noise is your priority, then go for the Corsiar RM series PSU. Some quality of them are :
1. 80 Plus Gold certified.
2. Completely Flat Cables for easy cable management.
3. Extremely low noise, near silent.
But talking about the best of them, the Seasonic one is used by a lot of people and it has positive reviews all over the Internet, so I think that it should be just fine for your needs.
