Poor Performance With MSi GTX 650 Ti BOOST (Not enough power)

Hi I just upgraded to the MSI GTX 650 Ti Boost but im still getting the same low FPS as with my 9800GT. My power usage is at 9.98 TDP. My Power supply is 650W. PC Specs is core 2 duo, 2.8 Ghz, 4 GB DDR 2 Mem @ 800Mhz.

I am using the MSi Kombuster program, and it shows that my GPU isnt using enough power - Shows the Minimum TDP to be 45 % but my GPU runs at 9.8 %, My question is how can i raise the Power usage. - Core clock & Mem clock is at 324 Mhz, at 85% power it returns to the default 1000~ Mhz mark.

Your CPU is bottlenecking your GPU in all likeliness. You have to upgrade the rest of your rig, because eessentially your other parts are too slow to keep up with your GTX 650 Ti Boost. You need to buy a new motherboard, a new...

Your CPU is bottlenecking your GPU in all likeliness. You have to upgrade the rest of your rig, because eessentially your other parts are too slow to keep up with your GTX 650 Ti Boost. You need to buy a new motherboard, a new CPU, and new RAM. Until then, there's not much you can do except, perhaps, try updating your drivers. It may yield a bit better performance.
