If this is a Laptop it is very unlikely to change the CPU because there are too many things to worry about, like:
Wattage of your current CPU, with laptops it is NOT reccomended because of the Default cooler cannot handle another type of CPU if it is made for the Default CPU. But no you CANNOT unless you want to risk it, i suggest getting a new computer, I bet you hear that a lot in forums but i learned the hard way.

It was also said to not be more than 4gb memory but the board was capable of more. System board is either HP part # 672351–001 or 672352–001. I cannot find anything out so far about upgrades.

Well, i found the specs of your computer, The only thing i can think of is: Did you pick up the DDR3 SDRAM (1 DIMM)? As that is the only RAM your Motherboard Supports.
