What effects flash performance more? CPU or GPU?

The reason I'm asking it is because I am on a website called whirled, it's like second life only entirely in flash and is 2d, It's pretty cool.

Anyway, I'm able to run it pretty well but some avatars or a large amount of them lags my machine.

I am currently running these specifications:
HD 6850
I3 540
4GB ram

I'm going to be upgrading to an I7 4770 (non k) and 16GB of ram, motherboard and everything else is obvious.

Will I see a performance increase in the website? Or is it more GPU dependent?

Same for the binding of isaac, will I see a performance increase or is it more affected by the GPU?

Whirled uses Flash 9, so I think it is all CPU rendered. It is more likely your dual core cpu holding you back in this case.

You can save yourself over 100 bucks by getting an i5-4430 or i5-4440, quad core without hyperthreading. Though the 4770 would be a bit more future proof, individual core performance is about the same.

It's not available for purchase anywhere in my country, I already decided on my specifications based upon the prices here.
Please don't offer me anything. Thanks, I was just asking about flash performance.
