ya PCs are a lot more powerful than consoles and to get a PC more powerful than the PS4 his budget will not cut it actually consoles make their money on games and lose money on their consoles which should tell you that you will have to spend more money to beat them Its not hard to beat consoles but not at 440$ especially prebuilts because theyre weak and so overpriced

you should tell him to be patient and save up for a decent gaming PC!

hoped that helped and dont forget to pick the best solution!

For pc you can always upgrade later if you don't have the money right now. Also pc is flexsible. For me only exclusive title able to get my interest on console. If the game also available on pc i will get the pc version

Apparently the GPU in the PS4 is equivalent or similar to the HD 7870, so it could have PC level performance, but I would expect it to be a bit weaker with less stream processors, TMUs, ROPs etc and to be clocked a little lower to keep heat and noise to a minimum.

And yes, gaming PC's let you do a lot more and are often more powerful (not always, eg regular basic cheap things from a random shop which aren't intended for gaming but may be labeled or said to do it anyway.), with your own settings, programs and whatnot. Huge customisation available, from the hardware to the software. People often find FPS (first person shooters, COD etc) and RTS like games (real time strategies Dota, LoL, Starcraft). They are more expensive initially, but with Steam, Origin and other things, the games are available at amazing prices. It is well worth the purchase, but it depends if he wants to wait and save or not.

Yes, but it is pretty common in low to mid level gaming PCs. It is also pretty good for a console.

What resolution does your brother want to play at? 1080p? 720p?

This will determine whether he needs a great GPU or a lesser one. For 1080p the 7870 would be perfect.

Also does he need everything for this PC? Meaning a monitor, keyboard, mouse as well? If he does not need these then this should do well for upto 1080p gaming: http://pcpartpicker.com/p/1SRLr

I couldn't get it to select the mobo you suggested. What do you think about this one?
