Batman arkham city GOTY lags equal as much on low settings as it does on high settings

It's a minimal lag but I still want it to go smooth.

My system is: i5-3470, GTX 650 TI, 8 gb ram, 1 TB HDD,

Sounds like a CPU bottleneck, but your i5 should be fine for it.

How do you mean "lag"? Low FPS, the game is slow to respond to input?

FPS: 90 average. I think thats pretty high so i don't know what the problem is.

It isn't lagging all the time, only sometimes.

If I change my settings to higher quality the fps is sinking but it is still the same lag

So are you getting sudden FPS drops, input lag? Is there any pattern for when this happens?
Just the word "lag" doesnt give much to go on.

I dont think it is the cpu. Maybe the video card.

Then enable it, chances are your issue is just screen tearing.

I seem to be having the almost same problem. Dr Strange talks faster than his animation. I have an AMD 5000+, 2GB RAM, AMD 6530, and plenty of HDD space. I'm playing with a ps3 controller, with XpieceofcrapBox one emulation,(Gee, THANKS, Bill) but as far as I can tell, there should be no slowdowns, especially since I can actually play the game. Would lowering the resolution help? P.S. Anybody who suggests that I buy an actual Xplaque controller, will be haunted. Nothing wrong with my GLORIOUS, and SUPERIOR PS3 controller, and to say it has to run through an emulated interface is pure singular commercialism on XScum. Plenty of PC users use other controllers, yet, funnily, they seem to have controller issues, and other problems.
I know the scenes are pre-rendered, but what I don't understand is why they say what they are going to say, yet their animations don't, until a few seconds later.
I'm trying to describe what I see. Sorry if I can't seem to get it accross
Any help on this would be wonderful. I WANT to enjoy Arkham City(had it on PS3), but these bugs are making me wonder if it's worth the days I put into it.

Nope. Just Doc Strange in the initial cutscene. BM still punches ok. BTW, you DO know Arkham City is a 3rd person game, right? FPS is for games like FEAR, and COD.

Defrag your HDD. I have noticed that his mouth timing is a tiny bit off , if that's what you're referring to but other than that your game's fine.
