Is it good to install the PSU in the case and plug it in the wall but keep it powered off. Can I attach the alligator clip to the PSU or case after this? Will this ensure that I am grounded and reduce chances of damaging parts due to static electricity? please help

well, plugged into the wall will ground the psu and whatever is plugged into it...but it's recommended that you not plug it in while working inside the case, just clip onto the chassis and you'll be fine.

Shouldn't juice everything, but it's still not recommended. As long as you're not rolling around on the carpet while building, you shouldn't really need any static dissipation after initially touching the case. But it's up to you how you want to do it
