Strange delay and stuttering

I'm pretty much going insane here. Don't know what the issue is so I posted in components. Here are my specs.

Motherboard: Asus M5A97 LE R2.0
Processor: AMD FX-6300 Six Core
GPU: GTX 660
Memory: 8 GB Patriot DDR3 1600 Mhz

I start my computer and run 3D studio max. I rotate/translate camera around using middle mouse button and there is a half second delay before it recognizes something has been clicked. Besides that everything seems to run perfectly smooth. If I rotate/translate camera using the tools rather than the middle mouse button shortcut it works fine, no delay. Very strange.

In UDK I strafe around with WASD keys and it stutters. If I hold down right mouse key and strafe, it doesn't stutter. Again, very strange.

These are just the obvious issues I've noticed, there are likely other issues than these.

And the weirdest part? If I do a fresh reinstallation of my graphics drivers all the aforementioned problems go away... UNTIL I shut down. If I shut down all the problems resurface and I need to have a fresh reinstallation for the problems to go away.

Its really bugging me. I've tried everything i can think of, if anyone has any ideas for me to try I'd appreciate it. If not, Im probably just gonna keep my computer in sleep mode and not shut down... or reinstall graphics driver everytime i boot up. (my god that annoys me more than it should)

What driver version for your video? Also, how old is your Windows installation?

Its the latest Nvidia driver for the GTX 660.

I'm using Windows 7 Ultimate Service Pack 1

Thanks, I am assuming they are the 327.23 or 331.58 drivers; those are the two most recent WHQL .
This could be important: How long has it been since you did a complete reinstall of Windows?
I ask this because I was having numerous little problems with my pc that finally were resolved with a format and reinstall; then loaded most of my games back on the HDD. It was a pain, but solved a lot of little issues, not exactly like yours but similar and aggravating just the same.

Its been a fairly long time. Over a year. Man... I really don't want to do that. Such a pain. I might go pick up a SSD if I'm gonna have to reinstall everything. Thanks though, I may end up doing that.

Ya, I didn't want to do it either. It is a BIG PITA.
Don't know if this will help at all, but I will offer it up.
After the reinstall I wasn't planning on doing a bunch of MS Updates as it was my belief (unproven unfortuneately) that somewhere along the line one had started the problems.
All went well for about 60 days, then I loaded a game I hadn't played in about a year (Hard Reset) and it would not get beyond the opening graphics and main menu; wouldn't play. I had to update .NET 3.5, .NET4, and most of the rest of Windows.
Any help here, or have you already done that?

Nah I haven't done that stuff. I might do it later when I have time. I dont even want to think reinstalling windows and messing with all the updates right now. I will get around to it eventually.

As of now everything is working fine, I just know that when i shut down my computer and boot back up everything will turn to shit again until i reinstall graphics driver... Its almost like the graphics driver immediately deletes itself after its installed when i shut down the computer, but it doesnt say it does.
