PC wont boot to post - All fans turn on and computer wont power off without turning off the PSU

My PC has been having a problem lately as it wont boot. When i turn it on, every fan in the case starts to spin up - the GPU fan spins very quickly - for a few seconds, then everything mellows back down to a normal speed. However, when I try to power down the system, it doesn't respond to the power button or reset button on the case. Im not getting any beeps from the Motherboard. Another thing Ive noticed (I dont know how significant it is) is that that PSU seems to be making a sort of rattling noise. I just got both a new CPU and Motherboard recently and the same thing happened to them. Any ideas on what to do/ how to fix it?


Motherboard - Gigabyte GA-990FXA-UD3
CPU - AMD FX-8350
PSU - Raidmax 850W
RAM - Corsair Vengeance 2x4GB DDR3-1600
GPU - EVGA GTX-660 Ti

Try borrowing a graphics card and test. If still the same, it might be a power supply issue.

Did you figure out what your problem was? I am experiencing the exact same symptoms.

It ended up being a problem with my PSU. I sent it back and got a new one, and now everything works fine
