Please Help Overclocked Too High!!

So i just finished my pc build last week and i got a 5450 gpu in it for temporary and i decided to overclock it so i can get better frames in skyrim...well ill have to admit i had no idea what i was din i OC my core speed to the max i forget what it was but it was stable and ran fine for 3 days then i decided to OC the memory and i set it to a random numer 850 it was and i instantly got artifacts and my whole screen froze up.... eventually i was able to set it down to a stable clock but then (me being a dumbass) i overclockecd it to 700s well i got artifacts so i uninstalled all drivers everything then i reinstalled them.... i tried to go back to the oc utility the amd engine one that came with catalyst and it gave me artifacts instantly so i uninstalled the amd oc utility and everything was running smooth... then i played skyrim.... well, i got artifacts and it froze up on me ive tried everything i can think of uninstall/reinstalling drivers....restore points...booting into safe mode and deleting drivers everything but i still get artifacts when playing games and it just makes my whole pc unresponsive is there a way to fix this or will i need a new gpu?

Edit: used different OCing program called atitool and i set the memory and core to 0 and that stopped the artifacts but if i reinstall the catalyst control center will that bring back the artifacts like last time?

double Edit: i just deleted everything AMD off my pc now im goin to try reinstalling my GPU drivers.

The Radeon 5450 is a little 19 watt discrete GPU, released Feb. 2010.
650 MHz core and 800 MHz memory
At 104 gigaflops it's over 12 times weaker than a Radeon 7770(1,280 gflops). Overclocking it would offer no meaningful performance increase. It probably over heated and is irreparably damaged.

well i just reinstalled drivers and i got artifact when running catalyst control center but no artifacts when playing skyrim so do you think ill be good? or should i try a clean reinstall of windows?

I don't think a clean install of windows will do much. If the GPU is a little glitchy now, but works most of the time... I'd just leave it at stock speed and use it.

As there really isn't much you can do, when on-screen artifacts are first scene they are a "warning bell" to lower the overclock.

oh btw i did a clean install of windows fixed my problem ow gaming happily

well now i have a problem with extending the display between my monitor and my hdtv on my monitor the borders are like kinda flickering like i can see the pixels moving on the borders but i cant figure it out i have no problem running 1 monitor or on the tv just my monitor when extending the display
