Turning off, but keeping programs?

Is there a way to turn off my PC completely, but have everything I had open last, (or have a list given to pick through,) kind of like web browsers?

The closest thing would be Hibernation. It basically takes a snapshot of everything in your RAM and saves it as a file to the hard drive, and you can then resume quickly. Different than Sleep which keeps things in RAM but your PC will stay in a low-power state.
