instead of using software to create a password for your computer or a password to access a server is it possible to programe the code on a physical hardware which won't allow access without the password and will only give you 2 trys before it blocks all connections permanantly? Is it possible to do that and the main question is could a hacker break through it?

You can set a BIOS boot password which asks for a password BEFORE windows is even loaded. This is tied to your motherboard.
The hacker term is very overrated. The password can not be broken with software algorithms, but using an easy password is dumb. Try to use as many special character( @^%$) and number as you can.
