The only data for 290x that we have is the reference AMD model. The problem with the AMD model is that the cooling system is bad. I am waiting for Asus, Sapphire editions of the card (yes, I do strongly prefer those brands) to see if that helps the overheating problem. Going by the recent benchmarks, the 290x can beat the Titan if it did not overheat so much, and drive the GPU core down to 800 and sometimes 700ish (instead of 1000+) MHz. That is, of course a speculation. We will see when other brands release 290X with their own cooling systems.
 
Even if you decide to get the 780, I suggest waiting, there should be some price reductions for it coming out sometime soon since the 290x outperforms it and is $100 cheaper.

The current benchmarks show that the 290x commonly matches / beats the Titan. From what I read, the 780ti will have performance between the 780 and Titan (which is a narrow gap usually). So I'd say 290x = Titan but both > 780 and 780ti. But as others mentioned, the stock cooler isn't really that good on the 290x, so maybe take the $100 you save from getting the 290x and get a water cooling kit for it.

Normally how long do we need to wait for other brands to release their own cooling system for the new gpu cards?
