Skyrim Weapon Stutter with good enough setup, It does not seem it's lag

Hello,
with my current setup I have a strange Skyrim stutter.
i7-3770
8gb 1600Mhz RAM
EVGA GTX 650 2GB Superclocked
Asus motherboard with pci 3.0, lga 1155 and sata3
60hz display (1080p)
Windows 8.1 64bit Pro

It's not the game lagging, the weapon movement in first person is stuttering as soon as the Framerate dips below 60fps. Normally I get 40 to 60fps (at High, 1080p). It happens on Low and on max settings.
I have already set bMouseAcceleration=0 and iPresentInterval=1. It happens with iPresentInterval=0 and 1. When I limit my fps to 30, the movement of the weapons is jerky, but the things in the background are not. The movement is only smooth at 58-60fps. I have already played with the Mouse Sensitivity Settings in the Ini.
What can I do to improve the situation?
I have verified the gamecache through Steam. I'm playing with no mods and the latest patch. Is it because of Windows 8.1? Should I rollback to Windows 7 ? It has happened on Windows 8 and 8.1

Really not sure, but it could be drive issues with windows 8. Keep updating your graphics drivers as they are becoming more stable with windows 8.
