It could be a number of factors that can affect the FPS. For example: a cpu that can run the game but hasn't enough guts to run it smoothly, everything in game whacked up to ultra uber levels and the graphics card cannot cope with it.

Or it could be various other things.

I play batman arkham city on my computer and sometimes the fps drops for a second or less.

System: i5 3470, gtx 650 ti, 8gb ram, asus p8h77-m, 1 tb HDD, cx 600 w
Can I fix it?
