Computer monitor problem

So, I have a samsung monitor, and an HP desktop, and when I plug the monitor in, it registers that it's plugged into the power source, but not into the PC. I have the power cord, and then the cord with the two blue ends on either side, but the blue ended cord on one end, has a tiny dent around the metal plug part, but it doesn't look big enough to effect it. Could it be the cord not working? also what is that cord called?
 
Does your desktop have a discrete gpu? If so you have to plug into that. It would help us to know exactly what computer you have. A blue cord doesn't really tell me anything. Pretty much all cables come in multiple colors. I assume you mean DVI?
