Additional Info: note, those lag spikes often occur while doing nothing particularly 'taxing,' gameplay-wise. (when I go into any sort of combat, is when it becomes nearly unplayable lagfest)

I've seen people ask about PSU in these situations; I live in an old, poorly-wired house where the bulbs blow frequently, and do seem to go through PSU's more than I should.
Having said that, my current PSU is somewhat new, and I use a UPS.

I have an AMD Phenom II X4 (3.2 quad)
4 GB RAM
WinXP

Games like SWTOR used to run fine. They don't anymore.

Opened up my case (well, my case is always open -- I don't have the side on it), cleaned out whatever dust was there -- there wasn't much. Checked all connections, etc. Everything was fine.

Have no idea why I'm getting these lag spikes. ???

ps. I tried running both games on lowest resolution / settings, made no difference. Still choppy low FPS.

I feel your pain and what answers.....

I installed a NVidia GeForce GTX 550 Ti and got what i call system lag. ( vidio, audio, keyboard, and mouse all lag) this can happen when i'm doing nothing at all. The CPU spikes to 100% when it happens. Most sites point to PSU, need 550w min. I had 550w in and still had problems, so I installed a 1100w. It did improve, but though less often, it still happens. Other problems could be bottlenecking between CPU & GPU. Few say you need 8GB ram min.

I'm running:
GPU: GeForce GTX 550 Ti
Drivers vers: 335.23
CPU: Intel(R) Pentium(R) 4 CPU 3.06GHz
Memory: 4.00 GB RAM
PSU: Apevia Warlock Power 1100W
OS: Microsoft Windows Vista Home Premium

if you find an answer i'd love to know too.

Maybe, Grounding should be properly setup in your house.

Edit: Improper grounding might seriously affect your graphics card's performance. FYI - Few years ago, I had nvidia graphic card in which the capacitors were burnt as grounding was not provided to our house power supply.
