I want to know which one is the best and also which one has the most bang for the buck.

I want to know which one has the best oc, cooling, and the fastest gpu.

The r9 270x is the fastest but it cost a bit more, I would go for the GPU but from HIS or Gigabyte. MSI 270x has not much OC potential with that cooling system while HIS and Gigabyte have better cooilng systems and the HIS GPU is faster than Gigabyte and MSI. OC is a question of luck with the GPU chip.
