Borderlands 2 fps drop when looking in certain directions

I have all settings maxed out, including physX on high. I get well over 60 fps most of the time but when I look at a small town from a distance, my fps drops down to about 20. When I look away it goes back to 60fps.

I was under the impression that a card like the 770 was able to run this game at a stable 60+ fps.

Is this a problem with the game or my graphics card?

Specs:
i7 2600 @ 3.40ghz
GTX 770 2gb
650w PSU
8gb
1600x900 monitor

first make sure your graphic driver is up to date even(beta)-then tell me witch os are you using-are you having this problem with any other game?

Drivers are all up to date. I am using Windows 7 64 bit. I do have the same issue in Batman Arkham city when looking in a certain direction, everything maxed including physx.

you have this problem with batman too so thats diffrent,if you can cheack your gpu and cpu temprature with gpu-z and cpu-z sofwears,after that go to My Gmes/Borderlands 2/Config/ folder and delete everything and start the game with ultra spec.,tell me what happend then.
