Seriously bad in-game lag for DOTA 2 and League of Legends

I have AMD Radeon HD 7770 GFX card, a FX-6350 processor, 8 gigs of high speed RAM and a 1TB Toshiba hard drive. Seems like a pretty decent setup right? Or at least one that should be able to max out the likes of DOTA and LoL without stutter anyway. But no. I experience harsh stuttering in Dota 2 when I max the game out, and some minor (though still annoying) stutter in LoL. My GFX card doesnt seem to perform too well. Ever. I can only run FC3 on Medium settings (DX11) to achieve 55 fps, and games like Dishonored also lag at the start of missions. I have only experienced 1 problem with my PC (Auto repair loop due to some kind of disk error), and have only had it for 6 months. What do I do to improve my gaming experience. When I first bought the PC we had to get into the BIOS and change fan speeds to get the GFX to work. Is the problem caused by a faulty GFX? Is the 7770 bad in general? Has the disk error made my PC worst? ( not that I have noticed any problems afterwards). Every game I play seems impossible to optimize unless it is put on the lowest settings. Surely my PC can handle more.... In serious need for some advice.

Incase you are wondering, OS is Windows 8 and I will fork out £250 for a R9 280X if doing that will help my in game performance. Any advice will be very much appreciated.

Also, when I say in-game lag, I mean stuttering. Horrible, quick frame rate drops.

mmmm... well the 7770 is a nice card for the money but it isn't a high end performer. Its near the bottom of the ladder for 1080p gaming. I know, i have one, and while i love that little card and the price was right when i got it, i'm not blind to it's limitations. I can't play FC3 at better then medium settings either. Its just not that strong of a card.

Bumping up to a better card will help. The 7950 has been hovering around $180 stateside for a while. that's an awesome deal. The 280x is a pretty good deal at $300 as well.

Lets make sure it's your graphics card before yo spend that type of cash though. I need you to get HWmonitor and GPUID or MSI Afterburner. you're going to have to run those programs in the background...

We need to see what's being maxed. So anything at or near 100% utilization will be your bottleneck. If you can't find anything at that level of utilization come back here and post screenies of hwmonitor and afterburner/gpuid. we'll see what we can find

Solution
I doubt that your disk error is the culprit, assuming you are otherwise running ok.

The 7770 is considered as an entry level gaming card.
You can't expect too much out of it.
If you are looking at a graphics card change, make it a big one, or you may be disappointed.
A R9-280X is probably about right.
I would be a bit wary about a newly released graphics card, even if it is a rebranded 7950 or 7970. It takes a bit of time for drivers to mature.

You indicated that your problem is with lag more than fps. This subject arose late last year when a more detailed look into the subject started new research.
This early article will explain some of that.
AMD has made good strides in reducing stuttering since then. You might find a more current article:

Do your research on the 250# cards available to you, particularly looking at stuttering.
That would probably include the GTX760 and 7950 in addition to the r9 series.. Possibly the GTX770 and 7970. Nvidia is bound to adjust prices or bundles to compete in this arena.

I will definately download those pieces of software to ensure the GPU is the culpret, although I do have a buddy with the same gfx who reports none of these problems, but yeah I sure will try that out, thanks

Yeah you are right about the drivers, I will make sure I take a good close look at both the R9 280x and the 7950 and see which one comes out on top, taking into consideration the fact that the R9 280X is very new
