There's never a good time to buy a video card. They will always be cheaper in a few weeks. However with the 7000 series being replaced by AMD's new "R" offerings I would be tempted to buy a highly discounted 7950 or 7970... I'm not so sure about the 7990. I recently purchased a 7870 and now I see the 7950's at the same price point, I wish I had waited as the 7950's usually overclock well and come close to the 7970's.

They run reasonably hot and not overly loud, however the main issue is that 50% of the cards seem to have a HUGE coil whine issue. The coil whine is loud enough to the point that people can hear it on different floors of the house. For performance, just look up two 7970's they are roughly the same in terms of performance.
