i7-2600 or i7-3770K?

My grandpa was considering upgrading his processor from an i7-2600 to an i7-37070K. I don't think it's necessary, especially as he only really edits HD photos on his computer and runs high quality software on it. If anything I'd recommend he upgrades his graphics card. He has a Dell XPS 8300 Computer which has an AMD Radeon HD 6450 GPU. It's not that great and could use an upgrade, but is it even worth upgrading?

A ~250GB SSD would help him. Adding an SSD is the single best thing you can do to increase overall system performance and responsiveness. The mechanical hard drive has long been the largest bottleneck in a computer. Working with large HD photo files would be much more responsive.

Amazon has the Samsung 840 Evo 250GB for $175.

Unless he is going from a 2600 to a 3770K to overclock it's a complete waste of money. At stock speeds the 3770 is 7% faster than the 2600. He would never notice a difference even with 2 machines side by side.

Even upgrading to Haswell would be a tough sell for the money. Haswell ( 4770/4770K ) is 10% faster than the Ivy Bridge 3770 making it close to 20% faster than the 2600.

I would add another 8GB of RAM and a 120-256GB SSD. That will help him way more than a processor upgrade. 8GB is barely enough for HD photo processing and I suspect he is running out of RAM. A good SSD will also make a huge difference to such a machine.

What would the budget be?

He already upgraded to 12 GB of RAM (2 x 4, 2 x 2) and he doesn't seem to run out of memory much at all. Budget would be low, maybe ~$200? Keep in mind he doesn't have to buy something, just wondering if it would help if he did.
