Format HDD when getting new mobo/CPU?

Hi, my friend is finally building his PC, I was thinking if we would have to format his windows 7 since he is gonna replace all parts other than HDD. So do we have to? His PC now is very old... But the HDD is fine. Must we format it and install windows 7/8 on it again? Thanks!

Yes, When installing a new CPU and mobo , a FORMAT is a MUST ,
Especially when the HARDWARE is old.

I learnt this the hard way......
When i upgraded my PC , It wouldnt boot up , and i disassembled and re-assembled it twice ,
until a friend told me that the same happened to him and he had to format his PC.

With a major hardware change, a clean reinstall is almost always the better choice.

So if we make a new PC including new HDD, then how do we install windows 7/8 through USB? like everything is empty, and do we need a optical drive? thanks.

Torrented and installed Windows 7 Ultimate? Somehow I am not surprised.
Well then....you're out of luck with any further assistance in here.

Come back when you/he has actually purchased a legal copy of Windows.
If there is enough money to build a new PC, there is enough money to purchase Windows. Or use Linux.
