Hi, i am wanting to crossfire two r9 280x (toxic edition or MSI-GAMING) and i was wondering if an antec HCG-750 modular is sufficient with two 40 amp 12v rails?

Those cards are 250W (21A) TDP each. I don't know what CPU you have, but that PSU is probably enough. However you won't have a lot of overhead for overclocking. If I assume your CPU is ~100W (8A), and the rest of your system uses another ~100W, you'll only have ~50W left for overclocking under 100% CPU + GPU load. Granted you'd probably have to stress test to fully load both your CPU and GPUs, but keep just keep it in mind.

new system build will be:
Case: fractal design r4
CPU: i5-4670k
MOBO:g45-gaming
ram: 8gb ripjaws-x
psu: antec-HCG 750w modular
gpu: r9 280x (toxic, gigabyte,msi) / looking to possibly crossfire once it becomes a bit dated.
HDD:WD 1tb
CPU cooler: hyper 212 evo
