Graphics card not running

I am working on my first build and I just reached the point where everything is powering on, except for the graphics card. The fan on the card (Powercolor 7770) doesn't turn on and there is no signal when connecting it via HMDI to a monitor. I had a bit of an issue placing the card into the case (NZXT Source 210) because it feels like it is not going all the way into the pcie slot on my mobo (MSI FM2-A75MA-p33). When I put the card into the mobo the metal part that should rest on the expansion slot area of the case doesn't quite touch it. It is off by a few millimeters perhaps. I was still able to screw in the screw however. I checked MSI's website and the HD 7770 is definitely compatible so I am not sure what the issue is.

P.S. Yes I plug the plug from the PSU into the card!

Like you mentioned, it kinda sounds like the card isn't seated properly in the PCI-E slot. Can you give some more details on that or a picture maybe? It needs to be seated pretty firmly, and it should line up exactly with the case brackets...

I can see what you're talking about, how the card bracket doesn't sit flush with the case. Do you hear it kinda click into space when you get it seated? Usually that clip at the end of the slot will click when the card pushes it.

The graphics card clicks in but it still seems that it is about a millimeter higher than the case. I took out the motherboard and tried to tighten the risers but they were already as tight as can be. I noticed that at the bottom of the back plate on the card it bends back a little. Should the metal strip be straight? The card is a refurb from Newegg so I'm not sure how it looks new.

[strike]Now the fan moves ever so slightly when I turn the machine on but the fan will not spin after that brief millisecond. Could this be a faulty card? [/strike]

Edit- It seems like my PSU had a switch on the back so what I moved it the card spins now. Thanks again for your help!
