Dell offers a version of Ubuntu 12.04 optimized for their systems, I'd recommend you give it a try. If you want to upgrade after the install that should work but check it out.

Desktop Linux installs don't always have much in the way of pro-active powersaving by default, but properly configured you can usually get at least Windows-level battery life if not a little more.
