Playing games like BF3, FC3, Crysis 2. GPU and CPU usage not going above 80%. Some games are not maxing GPU ram either. Games will run 60+ fps most of time then will suddenly drops down to 30 - 50 fps. Playing at 1080. Temps are fine. GPU 80 max, CPU 55 Max. Cheers.

Check your bios to be sure you don't have any power saving features enabled, turn up the fan on your GPU to keep it under 70 and see if that makes a difference.

Then reinstall graphics card drivers and a defrag and return catalyst settings to default. The hardware can handle it, it's just getting settings back to normal. Also return your AMD catalyst settings back to default

It's normal for your CPU and GPU to be under 100% usage, the only thing that causes a constant 100% load is stress tests and other benchmark tools. The FPS drops aren't normal however.

Disabling power saver stuff in bios did help. But I worked out it is GPU ram. Got battlefield 4 and it happened really bad. Can only run BF4 medium due to 1gb vram and constant HDD access.

Do all the games use all of the available cores? If not then that's why CPU usage isn't maxed.
Some of those games may not be optimised for CF either.

They were using all the cores, usage varies a lot. I'm starting to seriously think MS need to give windows some love for game performance. But like I said I get get pretty good performance with spikes of lag with HDD access. Wish I had more VRAM. Guess part of being a budget gamer (with family) is always wishing got next one up. But its always about bang for bucks. Second 6950 was a lot less then a new 7950 with same performance... Except for vram I im finding out now.

Yeah, there are other priorities than games. :)

Have you tried the Windows (I assume you're on 7) patches that were supposed to fix core parking and windows using cores incorrectly on FX processors? I'm not sure if they're necessary anymore but they used to help. However, if all of your cores are being used then I guess it's not the issue.

Yeah tried patch, cheers. Pretty sure GPU Ram. Might make another topic about Vram.
