pc starts and restarts after 3 seconds

I want to build my system with the following hardware devices:
Gigabyte GA-X79-UD3 (rev 1.0) - Socket 2011 - ATX
Intel Core i7 4820K
G.Skill Ares 2x8GB - 1866 MHz
MSI GeForce GTX 660 OC Twin Frozr 2048 MB GDDR5

I have mounted the pieces but when I press the power button, it starts and runs for 2 seconds while nothing visible on the screen and then shuts down and then restarts again.
Could anyone tell me how to fix this up?

actually i have everything in place, I feel the problem comes from incompatibility of my RAM with the mobo. what do you think?

Clear CMOS jumper.
Don't overclock so much next time.

Cold boot with one memory module removed, go into the BIOS and set XMP mode and check it's at 1.65 volts.
Then power down and add the second memory module.

I think that the BIOS does not support the CPU. What's the board manufacture date?
The manufacture date can be verified by the serial number found on the product. The first four digits after "SN" determine the year and week of manufacturing date. For example:
"4719331822101 SN082540084966" represents the 25th week of 2008
