It would be a non-upgrade to go for 660ti or 270x when you have 7870. Either get 780 or 290x or don't "upgrade" at all.

From the things that you said I guess your budget is limited. Stay in your 7870 cause is an excellent card for this generation and wait till maxwell (1stQ 2014) or newer GPUs come to the market. (660ti and R9 270Xwill offer you a small boost around 10-15% which obviously don't worth the money)
Upgrading now, has no meaning unless you plan to buy 4K monitor.

Sorry I don't have enough money for that. But rather I can get a R9 280X for maximum and as the newer card from AMD supports DirectX 11.2 and I
also know that AMD radeon cards will not have full support for DirectX 11.2. So that is the reason for me to get a newer card.

1st do you have windows 8.1?
2nd why do you want DX11.2 support so much?

Firstly , changing from hd 7870 to 270 x will be a downgrade as 270x is just another hd 7850 . Both the cards you listed perform much less than your gpu.
Secondly, what sort of help are you thinking the directx 11.2 wil give to you . Directx 9 was revolution in graphics while i dont see so much difference in direct x 11 and 9. Only some textures have been improved.
So, you think that directx 11.2 would revolutionize your gaming experience

Completely false.
Both 270X and 660ti have better performance at 1080p from 7870 hell a lot more from 7850.
Tom's Hardware Index Performance (this is only for 660ti cause they haven't update it with 270X)
Techpowerup Performance Summary

You must be confused with R9 260X and 650ti.

So should I stay with my GPU or should go with a 270X or a 280X? Although it will be a difficult to purchase a 280X I would rather go with 270X. So should I buy a new 270X?

Just keep the 7870. It will last you until R300 and GTX800 are out.
